History and Background

Nestled between the coastal villages of Aldwick and Pagham, Craigweil Private Estate is a tranquil and secluded wooded estate that fronts on to beautiful award-winning beaches.

Located in a natural bay within a designated conservation area, the residential estate proudly draws on a regal heritage. In 1929 King George V convalesced in Craigweil House, gifting nearby Bognor Regis its royal status.

Craigweil Estate's location places it within striking distance of numerous areas of natural beauty and historical interest.

Pagham Harbour Nature Reserve, the picturesque natural harbours of Itchenor, Bosham and Dell Quay, and the rolling green South Downs are all close by, as is Goodwood with its renowned horse racing and motoring events.

It's well-served for schools, shopping, dining out, theatres and galleries by both the walled Roman city of Chichester six miles to the north and the seaside resort of Bognor Regis
two miles to the east.

 

Estate Management

The Directors of CPEL, together with estate residents, volunteer their time to manage the estate.

Residents contribute to the upkeep of the estate by means of an estate management fee. This is payable annually at the beginning of July.

 

Estate Main Gate

To prevent the roads from becoming a public right of way the main gated entrance to the estate is closed one day per year, at the discretion of CPEL.

On that day residents volunteer an hour of their time to ‘man the gates’, opening them each time a vehicle is to enter or leave the estate.

The date of the gate closure will be posted in the News section.

 

Street Lighting

If you notice any streetlights not working, or if any are damaged, please report this to the relevant management committee contact, see below.

 

Trees

Being in a Conservation Area, planning consent from Arun District Council (www.arun.gov.uk) must be obtained before any work, including trimming, pruning, lopping, or felling of trees is undertaken.

This applies to all trees, whether growing on the verges or in your own private garden.

Trees on the verges are the responsibility of CPEL and trees in gardens are the responsibility of owners. Sometimes it is a lengthy process to get tree work permission from Arun District Council, then to get the work completed by a specialist tree surgeon.

However, if a tree becomes dangerous because of storm damage or vehicle collision, the owner can act to make it safe, then contact ADC immediately afterwards.

Conservation Area rules require owners to replace certain trees on the estate that may have to be felled. If you notice any trees on the verges that have become dangerous please report this to the relevant CPEL director as soon as possible.

 

Roads and Vehicles

The roads on the estate are private, in accordance with the Highways Act 1980, and they are owned by CPEL on behalf of the residents.

Although the roads hold private status, Section 3 of the Road Traffic Act 1998 (Careless Driving) still applies. Therefore, speeding and careless drivers on the estate roads can be prosecuted, specifically under Section 59 of the Police Reform Act 2002.

If you witness speeding or anti-social driving on the estate please make a note of the number plate, time, date and location, and report the incident on the Operation Crackdown website -www.operationcrackdown.org

As we have no pavements and there is only limited street lighting, for the safety of children and other pedestrians, please ensure you and your visitors observe the 20mph speed limit.

Wherever possible please observe the estate policy of no parking on the roads unless absolutely unavoidable, and only then for short periods, and not overnight.

Caravans, motorhomes and similar vehicles are not permitted on the estate, nor is it permitted for residents to use a caravan, motor home or similar as accommodation while any work is being carried out on their home.

Building materials, builders' skips, or any other objects are not permitted to be placed on the estate roads, and must be contained within your own property.

If you notice any structural damage to the road surfaces, especially where private developers are using heavy machinery nearby, please report this to the CPEL directors – all Contact details are at the end of this document.

 

Verges

As with the roads on the estate, the verges are owned by CPEL on behalf of the residents, but cutting the grass and general maintenance on the verges outside of each house is the responsibility of the house resident.

In the case of new developments and alterations to existing properties, no opening of existing carriageways or verges will be permitted without the prior lodging of a reinstatement bond.

If you have any problems with keeping your verges tidy, please contact the relevant director, who will be able to recommend a good-value gardener.

Gardeners carry out work on the estate one day per week during March to November. Please take care when driving past them.

No skips, builders’ materials, vehicles or any other objects are permitted on the estate verges.

 

Waste Bins

Dustbins, recycling bins and green waste bins are to be stored on residents’ property.

Waste collection is currently every Friday, recycling collection every second Friday, and green waste (if subscribed to) collection fortnightly on the alternate Friday.

 

New Developments and Alterations to Existing Properties

The Local Planning Authority is Arun District Council (www.arun.gov.uk), which has a special responsibility with regards to the estate’s Conservation status.

The estate directors only seek to be involved where a planning application or change affects property owned by CPEL. 

Owners must obtain CPEL approval in the first instance to make changes to roads or verges.

Any changes to vehicle hardstandings or drives, and vehicle or pedestrian cross-overs on the verges are subject to planning consent from ADC.

This includes replacement, or changes to the layout.  Permission must be obtained from CPEL before any work is carried out on verge cross-overs.

When making a planning application part of the procedure is that a plan is submitted with a red-line drawn to show the boundary of the works. This red line should encompass any proposed work on the verges.

The plan should be submitted to CPEL for approval, and granting of permission before it is submitted to ADC.

No opening of the existing carriageway or verge will be permitted without the prior lodging of a reinstatement bond with CPEL. If you have a need to do this, please contact the relevant CPEL director for more information.

Street Drainage

Southern Water is responsible for sewers - please contact its hotline on 0330 303 0368 if you have a problem.

If the issue requires Southern Water to open any of the roads or verges please ensure that you inform the relevant director as soon as possible.

The estate is responsible for surface water drains on estate roads and for drains that pass under estate verges or roads.

Where surface water drains pass under private property, the owners of that property have a riparian responsibility for their maintenance.

Please note that contractors are not permitted to pour waste materials or slurry, or to wash out buckets into the estate drains because this could have huge repercussions in blocking the water egress.

Even a slight reduction in capacity may cause expensive problems, so this must not be permitted in any instance.

 

Contractors and Construction

If you are having works done to your property, we would politely request that you observe the following rules regarding acceptable times for contractors to operate on the estate:

Monday to Friday - 08.00am to 18.00pm

Saturday - 08.00am to 13.00pm

Sunday/Bank Holidays - Not permissible

Please be sensitive to your neighbours in respect of noisy work, radios, etc.
